Together

BEST Background

Small Program Logo-01.png

The Business Enterprise Systems Transformation Program is a multi-year initiative to implement a wide-range of improvements in business operations across all agencies in all branches of state government.

The Program will replace existing statewide Financial Management, Financial Reporting, Human Resources and Payroll Systems with a comprehensive solution that reflects best practices in operations and management.

Enhancements will include improved functionality and usability, increased security, and modern technology. Users of existing systems will participate in the planning, design, and transition to the new system and play a critical role in its success.

by delivering regular upgrades to a single software system.

Strengthen and standardize systems

and data security with a single sign-on.

Improve access to meaningful data

for all users and the public.

What systems will change?

How will systems change?

Streamlined Workflows. Self-Service Options,

Mobile-Friendly & More

All Commonwealth agencies, and users of these systems, can expect to see improvements in streamlined business processes and workflows, self-service opportunities, ease of use and access to data. Users will have greater opportunities to employ mobile devices in their daily tasks.

When will systems change?

This is a 3-4+ year project. The actual implementation dates will be determined after a product is selected.

Currently, the Program Management Office (PMO) has focused on hiring functional team leads and gathering all associated requirements to define a new solution for HR, Payroll and Financial systems. The team has been researching other state solutions and engaging with the Commonwealth community of users to review and compare industry best practice business processes to Commonwealth business practice.

With whom are we engaged?

All voices within the Commonwealth are welcome and appreciated.

The BEST team continues to reach out to all state agencies to set up briefing sessions with senior staff, HR and payroll directors, financial officers and technical leads on the plans for the upcoming year and to discuss the implications of this project for your agencies.
